22 Do we have to use BT Openreach?
Yes. Alternative private network schemes are available but there is no guarantee that BT will take on the network delivered by these schemes so we would end up with ongoing costs for maintaining the service. BT Openreach have a “Universal License” responsibility to the UK Government to provide broadband to every home in the UK and will undertake this project with that in mind. We have not approached eg Virgin Media, who do also lay cables, as they operate in urban areas where the density of housing makes the projects economically viable for them. As mentioned earlier we could wait for the UK wide programme to reach us in 2020 (earliest) but by selecting a Community Project approach we can acquire a better service today (in 2016/early 2017).
23 How will you communicate progress?
A Hyde Community Projects Ltd web site has been established which will show the details of the overall project. In addition, the Broadband Champions will deliver updates to you as the project progresses. We would like to use email to distribute regular updates subject to receiving your permission and details. Other options e.g. the various Parish Council newsletters may be used to ensure everyone is updated.
The web site address is:
24 I’m not interested so how can I ensure you don’t contact me again?
As part of the pledge form you will see an option to opt-out (item 4) of receiving any further approaches regarding the High-Speed Broadband project. If you do not want to be contacted further please tick the appropriate box and return the form in the envelope (to maintain confidentiality). The envelope may be posted to the Treasurer or handed to your local Broadband Champion whose details are shown on the Pledge Form.
25 What data will you store about me?
BT Openreach have provided the project team with a list of all the addresses they will be upgrading together with some details of the speeds and distribution routes that will be used to serve each address. This list has been surveyed by BT - and by Roly Errington - to ensure that the improvements suggested are viable. The BT list is very important, as this is how they advise the ISPs (Internet Service Providers) such as TalkTalk, Tesco, BT Retail, Vodafone, Post Office, Virgin etc of the speeds that can be offered to each of our homes.
The Treasurer will record the pledges and funds and only he will know how much has been pledged and paid. In the event of the project not going ahead then he will contact you directly to arrange refunds, using contact details provided by you.
To distribute the information about the project requires a number of volunteers to deliver communications and to provide you with back-up information should you need it. These Broadband Champions will know which addresses they are responsible for and will be aware whether you have replied or not so that they do not waste your time with further communications. They will not know the details of your response. In addition we would like to capture email addresses as this will allow us to communicate more efficiently in future. This information will only be used by Hyde Community Projects Ltd.
26 Can I claim back these costs as legitimate business expenses?
HCP Ltd cannot offer personal or business tax advice to individuals seek professional advice from their own accountants or tax experts.
27 What about VAT?
VAT on pledges cannot be recovered.
28 What is the role of a Broadband Champion?
he Broadband Champions are local volunteers who will help explain the project and process in more detail if you wish. Their role is to explain the benefits of a better broadband service explain the Community Project approach and describe how the pledge and funding process will work. They will also listen to your issues and concerns and ensure these are addressed as the project progresses. The Broadband Champions will not call on you unless they are already known to you and wherever possible you should contact them using the details provided so that any appointment is made to suit you.
